Some people said giving aid to poor countries has more negative effects than positive effects,to what extent do you agree or disagree?
There is no other news these days more important than the UN Summit on the Millennium Development Goals whose dream is to achieve the eight anti-poverty goals by their 2015 target date.Therefore,we can generally gain an image that underdeveloped or poor countries do need their rich counterparts to offer a hand.However,I question whether poor countries can really benefit from the so-called help.
Foreign aid is considered to be the assistance that governments,non-government organizations such as World Vision,Red Cross and Caritas,and individuals give to the people of another country to help reduce poverty,improve education as well as achieve sustainable development.This sounds great,especially when we associate many famous organizations that can indeed do something,for example Red Cross as mentioned above,with the aid.Huge amounts of money,large-scale infrastructure construction,and technical assistance all appear to be an ideal solution.However,do all of these really work?I do not think so,simply because foreign aid often brings new problems.For example,the aid often helps the trade between donor nations and recipient governments.That is to say,if foreign aid helps developing countries to become richer,a condition they must accept is to buy goods from developed countries.As a matter of fact,the countries that benefits the most are not the poor countries but the rich ones.Another statement is that even though the world’s rich countries agree to donate a certain amount of money,they have rarely met their actual promised targets.
In respect of undeveloped countries themselves,foreign aid does not help the needy either.Foreign aid can often heighten negative effects of corrupt governments.For example,the citizens in poor countries may need more food and medicine,but their government may buy guns and tanks and build nuclear power plants with the money.Besides,foreign aid usually causes other problems such as the destruction of natural resources.For example,many dams and reservoirs are really good and can provide much needed water,but at the same time,millions of trees will be cut down.As a result,the farmland will be flooded and there will be more disease,not to mention the large ecological issues that may arise.Finally,large projects or massive grand strategies often fail to help the vulnerable,for the money can often be embezzled.
My opinion is that the poor countries,especially the poor people in these countries cannot really benefit from the aid.However,this does not mean rich countries need not continue their responsibility.What I mean is the distribution of foreign aid should be under strict regulation,which should include decisions made with non-ally parties.Anyway,poor countries should and need develop fast as soon as possible.
