本研究结合我国农村医疗救助制度的发展和内江市东兴区农村医疗救助的实际情况,采用文献研究、实证研究和定量分析等研究方法,对内江市东兴区农村医疗救助实施过程中的取得的成就和存在问题进行研究,得出内江市东兴区农村医疗救助存在资金筹资渠道单一；审批时限长、发放速度慢；缺乏应急救助机制；与新型农村合作医疗制度存在衔接等问题,并相应提出了加强农村医疗救助制度建设；全力拓宽医疗救助筹资渠道；加强基层医疗救助组织建设；有效衔接农村医疗救助与新型农村合作医疗制度；强化医疗救助监管机制五点对策,推动内江市东兴区农村医疗救助制度进一步发展.

With development of the village medical relief scheme in China, this study aimed to explore the practical matter on the medical relief scheme in XX district,XX city and this study is mainly based to the literature research, the empirical study and quantitative analysis research. 1)the channel of fund is only option for medical relief system.

2)bring out to discuss the full-cooperation of the Medical relief scheme, And introduce the rules of development of medical relief scheme, Fully expand the channel of funding of medical relief scheme ; strengthening grassroots of medical relief organization; well established the rural medical relief scand new rural medical fee sharing the system. All this goes to move the medical relief scheme in XX city XX districty .
