C是动词不定式,不定式作定语要么和所修饰的名词有逻辑上的主谓关系,要么有动宾关系.如：

她是第一个想出这个主意的人.（person和to think of有逻辑主谓关系）
They have nothing to eat.
他们没有东西吃.（to eat和nothing有动宾关系）
由此看来答案应该是C
要注意分词作定语往往置于名词之前,只有分词短语才放在名词的后面.
