HUMAN RESOURCES FOR THE NEXT DECADE

ABSTRACT:Public and private sector organizations are undergoing dramatic changes in
structure and management practices.Two of these paradigm shifts are total quality management
and process re-engineering,both of which have implications for human resource management
in mental health organizations.These implications are described and models of organizations
for the next decade are presented.
The goal of this article is to stimulate thinking about the role of human
resources in organizations.This role is not static as some might assume,but
adapts to the fundamental changes in organizations such as "rightsizing" (the
term for reducing the number of employees),employee empowerment,total
quality management,process re-engineering,high-involvement-organizations,
diversity,and out-sourcing.Historically,organizational changes occur over a
long period of time; however,the rate of change bver the last 10 years has
increased dramatically (Hammer & Champy,1993; Peters 1987,1992).
