下列几道题哪里有错误,应怎样改为什么?
1、When the meeting resumed the new speaker talked about the same subject that all the previous ones did.
2、He finished the first eight rounds in less than ten minutes,that he had planned.
3、The director sent a letter of inquiry to the committee who was designated as the only official source of information about the project's progress.
前两个把that换成which可以吗?为什么?第三题的定语从句修饰的先行词不是director吗?

2、He finished the first eight rounds in less than ten minutes,as he had planned. ------ 用as替换that,因为as he had planned是句子的插入语结构.
3、The director sent a letter of inquiry to the committee that / which had been designated as the only official source of information about the project's progress.------- that / which 替换 who ,因为这里的committee指代某个组织,不指代某个人.
再问：第一题是将that改成as，第二题不是非限定性从句吗？用which替换that不行吗？
